It was on Twitter that Matt Cutts announced the release of his Google Penguin last Friday, which is designed to impact low quality Exact Match Domains (EMD) in search results in terms of editorial content.

Billed as being able to impact up to 0.3% of "English language" requests, it seems that this update to the Penguin is also having an impact on French sites, according to another post a few minutes later: "0.4% of French queries affected to a degree that a regular user might notice". Matt Cutts (@mattcutts) October 5, 2012.

Introduced under the code name #Saint Barthelemy, this update would tend to no longer impact just the positioning on a specific request, but more the whole of a site.
